VDOT News - Northern Virginia

FAIRFAX – The Virginia Department of Transportation (VDOT) invites the public to learn more about and provide input on traffic operations and safety improvements being evaluated as part of a study to improve the Route 28 and Dulles Toll Road/Dulles Greenway interchange area. 

As part of the study, roadway conditions, nearby planned and approved land development, and associated traffic growth were closely analyzed. Several alternatives were identified for consideration including:

• Alternative 1: Maximizing existing infrastructure 
• Alternative 2: Addressing critical needs
• Alternative 3: Considering unconstrained infrastructure that could address safety, operational and geometric challenges by adding more roadway, connectivity and capacity
• Alternative 3B: Similar to Alternative 3 with a new connection point from Centreville Road to the proposed Davis Drive Bridge

The recommended preferred alternative, which has been identified to most effectively address the challenges facing the Route 28 and Dulles Toll Road/Greenway area, consists of the following improvements:

• Converting the Route 28/606 cloverleaf interchange and Dulles Toll Road/Centreville Road diamond interchange to diverging diamond configurations
• Extending Pacific Boulevard south of Route 606 to connect with the Route 28/Innovation Avenue interchange 
• Installing a two lane flyover ramp from southbound Route 28 to eastbound Dulles Toll Road 
• Widening the ramp from westbound Dulles Toll Road to northbound Route 28 to two lanes and adding a ramp braid to separate traffic heading to Innovation Avenue 
• Widening eastbound Dulles Toll Road to five lanes from Centreville Road to Fairfax County Parkway 
• Changing the tolling rates on the Dulles Greenway and Dulles Toll Road 

The study’s recommended improvements will be included in an implementation plan that will be used to guide future projects. The implementation plan will identify short-, interim-, and long-term improvement projects to address the challenges that have been identified. At this time, no construction funding has been allocated for these improvements.

All input and comments must be received by no later than August 3, 2020 to be included in the formal comment period.

This study is being completed through VDOT's Strategically Targeted Affordable Roadway Solutions (STARS) program that aims to identify cost-effective measures to improve safety and reduce congestion. The study is funded by and being performed in close coordination with Fairfax and Loudoun Counties, the Metropolitan Washington Airports Authority (MWAA) (operator of the Dulles Toll Road), and TRIP II (operator of the Dulles Greenway).

The final report for this study is expected to be complete and posted online this fall.
